CADEM Endorses Prop 50, The Election Rigging Response Act

“California Democrats are proud to stand united behind Proposition 50,” said Rusty Hicks, Chair of the California Democratic Party. “The stakes for our democracy could not be higher. This campaign has the grassroots energy, the national leadership, and the overwhelming support of voters to ensure Prop 50 passes in November.”

Over the weekend, the California Democratic Party voted to endorse YES ON PROP 50, the Election Rigging Response Act, to respond to Donald Trump’s efforts to rig the 2026 elections.

Proposition 50, the Election Rigging Response Act, is the country’s best hope to counter Trump’s Texas power grab and ensure a fair 2026 national midterm election. By voting YES, California voters have a chance to block Donald Trump’s plan to steal 5 House seats and maintain his total control of the federal government. Prop 50 comes on the heels of Donald Trump and Republican officials attempting to manipulate congressional maps for their political advantage– including the recent extreme gerrymandering in Texas.

The proposed proposition includes several key provisions and will be placed on the ballot through a special election on November 4th:

  • Levels the Playing Field: Makes sure the 2026 mid-term elections are conducted on a level playing field without an unfair advantage for Republicans.
  • Commits to Fair Redistricting: Reaffirms California’s commitment to independent redistricting and calls on all states to commit to fair and impartial maps.
  • Gives Voters the Power: Puts the power in the hands of the People of California to approve emergency congressional district maps.
  • Is Temporary: These maps expire in 2030. The Election Rigging Response Act preserves California’s award-winning redistricting reforms and reaffirms the California Redistricting Commission’s authority to draw congressional districts after the next census.

The CADEM endorsement caps a landmark week of momentum for the Yes on 50 campaign:

  • President Barack Obama and U.S. Senators Cory Booker and Elizabeth Warren all endorsed Proposition 50 this week, underscoring the national significance of California’s fight to safeguard free and fair elections.
  • Polling released this week found that 57% of California voters backed the redistricting measure, while 35% opposed and 8% were undecided.

Voters will be voting on this measure on November 4th, 2025, in 10 weeks.

2025 Statewide Special Election

  • The last day to register to vote for the November 4, 2025, Statewide Special Election is October 20, 2025.
  • All California active registered voters will receive a vote-by-mail ballot for the November 4, 2025, Statewide Special Election.
  • Vote centers open for early in-person voting in all Voter’s Choice Act counties beginning on October 25, 2025.
  • Vote-by-mail ballots must be postmarked on or before Election Day and received by November 12, 2025.

Redistricting Maps & Stop Trump from Rigging The 2026 Election
Donald Trump and Texas Republicans are making an unprecedented power grab to steal congressional seats and rig the 2026 election before voting even begins. Other Republican states are following suit. They want to steal enough seats to control Congress regardless of how the people vote. This isn’t politics as usual. It’s an emergency for our democracy.

We have already seen how Trump has illegally imposed tariffs and hurt California families, denied disaster assistance to fire victims, and ordered mass arrests without warrants. The 2026 election for Congress represents our only chance to provide an essential check and balance on Trump’s dangerous agenda. If Californians don’t act now, Donald Trump will seize total power for two more years Trump and Republicans don’t fight fair, and Democrats need to recognize this and stop
playing with one hand tied behind their backs. MAGA is trying to steal congressional seats in Texas and other GOP states to keep their majorities in Congress.

That’s why Democratic members of Congress and state legislators in California are rallying behind Governor Newsom’s calls to put forward a statewide ballot measure to counter Texas’ moves. Some key parts of the plan that could go to California voters for approval:

If Texas and other Republican held states change their district boundaries to elect more Republicans to Congress in next year’s elections, in order to make fair on a national level, California will also change their boundaries to elect more Democrats in next year’s elections, to prevent the Republicans from rigging the system to keep them in power.

It affirms California’s commitment to national redistricting reform – retaining California’s Citizen Redistricting Commission for the regular redistricting after the 2030 census and declaring it state policy to support the use of fair, nonpartisan redistricting commissions nationwide.

It keeps California’s current commission drawn maps if Texas and other states retain their current maps. This measure is strongly supported by Governor Newsom, House Democratic leader Hakeem Jeffries, former Speaker Nancy Pelosi, and the California Congressional Delegation. It will no doubt be strongly opposed by President Trump, House Speaker Mike Johnson, and California Republicans – even more reason why Democrats in
California and across the country need to support this initiative.
Internal polling shows a strong majority of Californians would support this type of initiative, but the campaign will need real resources to win and fight back against inevitable attacks from Trump and the far-right.

Our country desperately needs a check on Trump’s power. If Texas and other Republican held states try to rig the rules to elect more Republicans to Congress in next year’s elections, California has a duty to the country to stand up and take action

Billionaire rightwing who funds organizations that block abortion access and targeted LGBTQ youth: Charles Munger has used his private organization to fund vociferous anti-abortion, anti-LGBTQ groups — including so-called “crisis pregnancy centers” that would try to block women from seeking abortion. He backed anti-LGBTQ candidates and organizations that promoted “conversion therapy” for LGBTQ youth and basic rights like opposed same-sex marriage.

MAGA Assemblyman who keeps Trump “on speed dial:” One of the chief opponents of the Stop Election Rigging Act has been MAGA Assemblyman Carl DeMaio — one of Trump’s most vocal allies in the statehouse. POLITICO wrote how DeMaio urged his colleagues to keep Trump “on speed-dial” and hired a senior staffer whose entire job it is to assist the Trump Administration’s aims in California, which have included mass immigration roundups, unlawful tariffs, and withholding California emergency response money.

Trump’s election rigging, union-busting lawyer: Thomas Hiltachk and his firm are the go to lawyers for Trump’s legal and election work in California and was on payroll for Trump’s 2016 campaign. Hiltachk worked to prevent Trump from having to disclose his tax return as required by California law. Hiltachk has a long history of Trump-like election rigging — proposing ballot measures to give Republicans an advantage in how California distributes its electoral votes and prevent unions from communicating to their members in elections. Meanwhile, good government groups and pro-democracy groups have been recalibrating after Trump’s unprecedented power grab to steal House seats in Texas and other states ahead of the 2026 election. Common Cause, one of the leading national opponents of redistricting reform, took back its previous criticism of efforts to counter Trump’s election rigging — citing Trump’s lawlessness and the need for fairness of elections at the national level which the Election Rigging Response Act would provide.
